undercloud-containers job does not configure a docker mirror when podman is the container cli

The mirror configuration for docker is currently blank in CI.

So it's this way because it uses podman (not docker). Though I can't seem to find the proxy config for podman. marking this invalid for now.

The issue is however, that the container image uploader is currently docker (not skopeo) so I think we still need to configure the docker daemon.json with the mirror config

So the problem is that it failed before running the "manage /etc/docker/daemon.json" Ansible task.
I wonder how we could run the ansible-role-container-registry tasks before querying container registries, so mirror would be configured on time.

So there's another issue in that the inspection doesn't use mirrors either. So in this case, we probably need that support and then we'll get the mirror config when we install docker
