Policy names need to be updated for consistency

Bug Description

Now that it is easier to deprecate policies in keystone and signal those changes to operators, keystone should update it's policy names to be consistent with other services.

During the Stein PTG in Denver, there was a discussion about establishing conventions for consistent policy names that each service can clearly understand and follow. Those guidelines recently merged in the oslo.policy documentation [0].

Keystone's policies should be updated to reflect the new convention using the deprecated policy work in oslo.policy to allow for smooth migrations for operators.
