Hi,
this package was buggy and unmaintained for quite a while already.
Due to that it was removed from the Archive after Bionic in Debain and Ubuntu.

The package is only in universe and with a track record like that it seems nobody uses/cares about it much. Due to that the error is correctly "confirmed", but I doubt anyone will do something about it.

You can - if you want - start the effort to fix it up yourself and propose changes to the SRU
 [1] request, but other than that I'd not expect much to happen.

For the sake of help and guidance, this particular error was rather trivial.
xmlrpc/client is missing (it was part of ruby but not is separated).
Due to that old dependencies are missing it.

You can
root@b:~# gem install xmlrpc

And restart the service:
$ systemctl restart opennebula-novnc

This makes the service run, but I'd not really want to rely on it seeing how broken it seems.
