Bug Description
Currently, even though we provide OpenStack SKU and repository path as a parameter it gets ignored by the 2nd (and 3rd) container build, as we don't create new repo files if we find existing ones. The outcome of this is three exactly the same containers tagged as three different SKUs (newton, ocata and queens, even though all of them are based on queens).
