Bug Description
Desktop Environment: Budgie
Note: I have HighDPI scaling enabled (200%).
Moving icons on desktop doesn't place them at the position where you drag them to, but about 100px top-left from the target position.
This "error offset" is constant, though. It does NOT get bigger on different (more bottom right) positions.
