Bug Description

R4.1-16 juju charms : To track this issue, need a solution to solve this problem.

contrail status reports ntp clock not getting synchronized. The local clock is synchronized as shown below ..

root@nodel9:/tmp# contrail-status

contrail-vrouter-nodemgr: initializing (NTP state unsynchronized. )
root@nodel9:/tmp# ntpstat

It's not a charms bug. Charms do not configure NTP.

nodemgr detects NTP state with cmd:
ntpq -n -c pe | grep "^*"
