Dock panel does not scroll

Bug Description
After updating from Ubuntu version 18.04 LTS to 18.10, when the mouse cursor is hovered over the lower (or upper) area of the dock program bar, the dock bar does not scroll through available favorite programs.
I do not know how to check what version of Docky in is Ubuntu 18.10.
