ီdxf export include hidden sub layer

Bug Description

Situation:
SVG file contains multiple Layer with a few sub layer within each.

Action:
Trying to export to dxf with visible layer (only first layer is visible).

Result:
Exported dxf also contains a few more items from the sub-layer which is under hidden layer.

Inkscape was latest version Inkscape 0.92.3 (2405546, 2018-03-11) and SVG file was newly created.

confirmed on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11)

it appears that the code is not respecting the notion that a parent layer visibility should be inherited. If a parent layer is invisible and the sublayer is set to be visible, then the sublayer will be printed.
A workaround is to go to the individual sublayers and set them all to be invisible.
