snap login fails without sudo

Bug Description

I logged out as $USER, then tried to log back in:

gerry@box2 ⮀ ~ ⮀ snap logout
gerry@box2 ⮀ ~ ⮀ snap login
Personal information is handled as per our privacy notice at
https://www.ubuntu.com/legal/dataprivacy/snap-store

Email address: <email address hidden>
Password of "<email address hidden>":
error: access denied (try with sudo)

 ✘ gerry@box2 ⮀ ~ ⮀ sudo snap login

https://www.ubuntu.com/legal/dataprivacy/snap-store

Two-factor code: ******
Login successful

If I needed root to login, snap login should have required that. Instead I thought I had the wrong password entered.
