Bug Description

MOS: 9.2

There is an upstream bug https://bugs.launchpad.net/nova/+bug/1719362 that our customer has hit:
When VM is booted from volume and use config drive together, the duration of live-migration may last extremely long especially when a big volume is adopted.

Please evaluate if the fix from Ocata (https://review.openstack.org/#/c/519636/) can be backported to MOS 9.2.

This patch cannot be backported to mitaka, because of it relies on the huge blueprint https://blueprints.launchpad.net/nova/+spec/libvirt-clean-driver
