do-release-upgrade of 18.04 LTS -> 18.10 failed due to gconf2

Bug Description

I was upgrading my laptop from 18.04 LTS to 18.10 with

    apt update
    apt upgrade
    do-release-upgrade

and it failed, due to

     dpkg: dependency problems prevent processing triggers for gconf2:
      gconf2 priklauso nuo psmisc; tačiau:
       Paketas psmisc dar nekonfigūruotas.

     dpkg: klaida, apdorojant paketą gconf2 (--configure):
      dependency problems - leaving triggers unprocessed

in a loop until dpkg gave up.

Could this be another instance of bug 1780996?

(I'm not sure why I even had gconf2 installed. No apps depend on it. Might be some build dependency pulled it in a while ago -- I was building gvim from source on this machine since before it was ported to GTK+ 3.)
