OnScreen Keyboard missing

Bug Description
I tried support platforms and was told that onscreen keyboard won’t appear all the time even if you enable it through accessibility. I have experienced it first hand on a laptop where the keyboard is dead.As you can see in the screen shot attached, I expect to see OSK after enabling it from setting and activating through Accessibility. But there is no sign of OSK. I am typing this from a physical keyboard and till now there is no sign of OSK. It will be great if you can fix it.
