Bug Description

1]IGMP proxy support flag should be set to 1 in multicast community. Since this flag is not set multicast traffic is flooded by qfx.

2] Ether tag should be set to vxlan

Setting mflag value to 1

Multiple changes:
1. Multicast flag values needs to be set to 1
2. source ip should not be part of route for <*, G>
3. Taking care of earlier comments
