I could not find the standard in full text, is there a way to view it?
I am interested in changing it, as it would be a easy first fix to get to know the workflow and tooling for KiCad development.

AFAIK, IPC standards are copyrighted material and cannot be freely
distributed so please do not post them on any KiCad website.

Just to comment on this. Typically the IPC-2221 is more conservative than IPC-2152 but that isn't always the case nor is it right.
SaturnPCB includes IPC-2152 with/without modifiers BUT how it does it or validation is not included.

Below is a good online calc I found some time ago and the javascript can be accessed to validate the implementation. I did want to start submitting code to incorporate this but my CPP is extremely rusty, let alone being unfamiliar with the codebase
