Wishlist--That the presence of serials holdings summaries or MFHD record would be treated as if items were present

Bug Description
Some of our libraries don't wish to do all the serials set up (subscription, captions & patterns), etc. and simply want to display a statement such as "Library keeps 5 years of back issues)." They can create a MFHD to do that, but if a patron searches for a magazine that only has the MFHD, no record is retrieved. These are libraries that aren't attaching barcoded items in their catalogs.
Some of our libraries would like to record a summary holdings statement and allow the serial records with those statements to be retrieved in their OPAC as if an item were attached to the bib record, much as the electronic resource records behave with their org unit is present in an 856 subfield 9.
Similarly, a library could choose to do the serial set up but elect not to create items when receiving issues. They, too, would be missed in an OPAC search.
Having MFHD records and holding statements generated by receiving issues behaving like located URIs would give them what they are looking for.
