nginx runs as user nobody

Bug Description

While looking into LP:1796224 I noticed that the nginx process from maas-http.service is running using the user 'nobody'. The MAAS process itself runs using user 'maas' while the default nginx from nginx.service uses 'www-data'.

The user nginx runs as is set in nginx.conf using the 'user' directive. Should maas-http.service be run as a user other than 'nobody'?
