OpenDaylight OVSDB inactivity probe needs to default to 180s

Currently the default probe is set to 5s which puts too much stress on the controller as we scale out deployments. With the addition of:
https://git.opendaylight.org/gerrit/#/c/76670/

We can now configure the timer. In THT we want to default it to 180s which we have found to be a suitable setting for scaling out large numbers of compute nodes (~100).

    Sets ODL OVSDB inactivity probe timer

    Defaults the ODL OVSDB inactivity probe timer to 180s. This value is
    more suitable for large number of compute nodes as the default ODL value
    of 5s causes too much stress on the controller in large scale
    environments.
