QtWebkit - missing doxygen tags file

Current version of qtwebkit5-doc-html package doesn't contains qtwebkit.tags file which leads to incomplete doxygen documentation generation for external projects (kdewebkit for example).

This can fixed with small patch (see attachment). I test it on my 18.04 system - all works as expected.
