Bug Description

The maas-images-proposed CI job builds Ubuntu images and bootloaders with proposed enable before running the normal CI tests. During deployment Curtin copies the filesystem of the ephemeral environment but uses the configured sources.list to install the kernel, grub, and shim(UEFI only).

The Curtin presseed needs to be modified[1] to enable proposed when installing the kernel, grub, and shim(UEFI) to fully test proposed using the CI. This has been proposed as a MAAS feature in LP:1719978
