Replace favicon with new logo

The EOB voted last month to designate a new logo that can be used where a round square logo is required.Links to the new logo are available here - https://evergreen-ils.org/trademark-policy/

I would like to suggest that we replace our favicon with this new logo to give it a fresher and more modern look.

Adding a note that it would also be nice to update the logo used for the LP project, but I don't think I have the power to do so.

I've pushed this to master for inclusion in 3.4, along with a follow-up that makes the Angular client use it. Thanks, Geoff and Rogan!

I've elected not to backport this out of a mild inclination to have this change distinguish 3.4 for earlier versions, but I'm not opposed if somebody wants to backport it.
