Bug Description
The icon does not seem to scale correctly (see screenshot), and a band of corrupt pixels appears on the bottom and right edges.
I am using 9pt fonts rather than the defaults. Whether or not this has anything to do with it, I haven't checked. As far as I know, I'm using the default icon theme: Papirus-Dark. This was the theme that was set after the upgrade from Lubuntu 18.04 to 18.10 beta.

You mean the icon to the right of your volume? That's the old LXDE one. Removing XFCE Power Manager will make everything work as the other power icon (to the left of the network icon) looks just fine.
By the way, you'll note I'm collecting these upgrade issues in the duplicate bug. Reporting these things ARE useful as we do need to come up with documentation and you're helping quite a bit. On the other hand, if you just want to change the description on the one targeted at the manual, that might make things simpler for everyone. Thanks again!
