module mkhomedir does not create home directory

Bug Description
for all systems where the outermost directory isn't /home (or an existing directory) the current mkhomedir does not work due to a bug fixed in this commit:

applying just this patch to the current source package fixes the issue.
can we have this patch included to restore functionality?
