software updater fails to recognize low diskspace

Bug Description

While upgrading from 16.04 to 18.04 I twice got the message "low disk space".
The upgrade was successful (as far as I can see).
However, the condition should have been reported *before* starting the upgrade to allow the user to take appropriate action.
