Setup_all aborts on nova-manage with db_name(api_db) error for FB R3.2-81 mitaka centos74.

The log is uploaded to /cs-shared/bugs/. The issue was last seen and reported on r3.2-74 mitaka for centos74.

The problem was not seen in provision of VMs created with centos74 iso image. It is determined to be due to the qcow2 used in automation.
