Cannot Delete Stat Cat Entry from Patron Edit

Bug Description

Once a stat cat has been added to a patron account there is no way to remove that entry from within the web client interface.

It would be desirable to allow for selection of something like "<None>" as opposed to forcing the creation of an actual empty stat cat value and having that attached to a patron's record.

Setting the stat cat to an empty entry results in an actual row for that patron in the table actor.stat_cat_entry_usr_map. This might not be desired. The ability to delete the existing entry completely for the given patron account is what I am hoping this bug addresses.
