Bug Description

The new data source backing Hold Shelf and Record -> View Holds has a think-o that causes Hold Shelf Display to be reported in cases where it should not when the shelf delay org unit setting exists and has a value greater than "0 seconds".

I added this bug, and then I went and fixed it on a branch that was already touching the line of code next to it. I'll mark this as a duplicate, but the branch is:
