Bug Description

I somehow have been what appears to be a Genome version of 18.04. Many of the features that are supposed to be installed are not. For example, the super key does not work, the Ubuntu programs icon is not in the dock or anywhere that I've looked, nor do I have a launcher. I have Gnome 3.28.2

It appears you have the Gnome Classic session there, not full Gnome Shell.

Try clicking on the cog icon on the login screen and choosing a different session type.

I have done that, they all react the same way and key features that do
not work.  How do I get a full version of Ubuntu that is not the Genome
format.

Maybe some part of the upgrade went wrong and you're missing some required packages. To check, please run:

  dpkg -l > dpkgs.txt

and then attach dpkgs.txt here.
