In Horizon I can add rule with following settings:
Rule: Other Protocol
Direction: Ingress
IP Protocol: <empty> (or -1 as description says)
Remote: CIDR
CIDR: 0.0.0.0/0
However it's not possible to do the same with Heat cause it fails with error that I can't use "-1" value.

Hi Konrad - I think this should be a heat bug and not heat-translator. Heat-translator can only generate the HOT template, it is not responsible for implementing the template itself.
