1 Open Mousepad
2 Write something
3 Ctrl+S for save
   -> dialog opens
4 Exit dialog with ESC
   -> Mousepad will not take any keyboard input anymore.

I was trying to make the bug better reproducable. I now think it's a bug in ibus-anthy. Firefox will btw. have the same behavior.

Here are the steps:

- install ibus and ibus anthy
- start ibus ( startmenu -> ibus )
- startmenu -> language support -> "keyboard input method system" -> set it to "ibus"
- reboot / logout, login (to make the setting apply)
- open mousepad
- write in English (letters), try to save, cancel: no problem
- randomly hit some keys on the keyboard to make some JP characters appear.
- Hit Enter to accept Japanese input (usual behavior for JP input so far) - After Enter the dotted line under the input should be gone
- Press Ctrl+S for saving
- Cancel saving with Esc
- Input is not possible anymore. You need to restart Anthy (in the traybar) to be able to do further input.

As this is (clearly(?)) an Anthy bug, this is not the right place for placing it anymore, am I right?

Addition info:
I have the same bug with Mozc (The other JP input system). Although, with Mozc it's necessary to
- Ctrl + S
- Esc
- Ctrl + S
- Esc
.
So: You need to "try to save" twice before the bug triggers. Maybe it's not so much of pure Anthy bug anymore.

I have tried to reproduce it in the live session of Xubuntu 18.04.1 and 18.10 (dev release), but I did not encounter the issue.

Maybe there is another component interfering, or some setting needs to be changed to trigger the bug.

Indeed. I took some hours to try it myself on a fresh installation. The bug didn't appear. I will try to find out more about the environment and post infos as soon as I have them. Maybe it's something that only happens through the upgrade...

After Ubuntu 19.10 I couldn't reproduce on any system.

I set the report to "invalid".

Changed in ibus (Ubuntu):
status: New → Invalid
