[2.5, UI] Listing pages show inconsistent number of machines/controllers and missing machines/controllers

Bug Description
Accessing the machine list or rack controller listing shows an inconsistent number of machines/
In my case, I have 4 controllers in total, but the UI shows:
- Header shows 5 controllers
- Listing shows 3 controllers
- see rack-controller
Upon refresh, it shows the correct number:
- Header shows 4 controllers
- Listing shows 4 controllers.
- see rack-controller
