Delete Rule (security groups) and Release Floating IP don't have confirmation modal

Bug Description

Every dangerous action I've come across requires confirmation via a modal.

However when managing security group rules you can "Delete Rule" and it deletes without confirmation: Network Topology -> Security Groups -> Manage Rules -> Delete Rule

Additionally, "Release Floating IP" has the similar behavior: Network -> Floating IPs -> Release Floating IP

As of Stein development head (I used commit 25d72fa5c50627fc6c3b97ce64df775d75f1287a), I cannot reproduce this both for "Release Floating IP" and "Delete Rule" in "Manage Rules" table. As far as I remember, we have changed nothing on this since Rocky release.

While I cannot reproduce this, Ivan "confirmed" this so perhaps he can reproduce the issue. Let's ask him.

I cannot reproduce this in the head of stable/rocky branch either.
