[MAAS] `juju reload-spaces` does not correctly reload spaces

Bug Description

To reproduce, create new spaces and associate existing subnets with them in MAAS, then run `juju reload-spaces`. You will see the spaces show up but do not have the correct subnet associations until you create a new model.
