Bug Description

Steps to reproduce:

Hi install Thundebird 60 in Ubuntu 16.04 sudo apt-get install thunderbird-locale-pt-br and app show in en-US set manual in config editor general.useragent.locale pt-BR not work

Actual results:

Thundebird 60 show in en-US

Expected results:

Thundebird 60 show in pt-BR

I have the same issue with the Finnish language pack, non of it works.

This issue is fixed with the new thunderbird update (1:60.0+build4-0ubuntu0.18.04.4) in Ubuntu Mozilla Security Team PPA.
