Bug Description
As discussed on the Stein PTG [0] we are in need of having the Ubuntu OpenStack CI execute functional tests with Zaza checked out from tip of the branch referenced by the GitHub PR URL referenced in the Depends-On: tag in the commit message.
Without this in place it is quite cumbersome to demonstrate passing functional tests on addition or change of code that also requires additions or changes to the functional tests.
