Upgrades in CI still using Q->master instead of R->master release

and add depends-on to the former patch, but the depends on doesn't seem to take effect...

The Depends-On not working as upgrade_release is not being considered in DLRN build, do Depends-On like this(on a project that is packaged) used to work before? Will try to fix it by building packages for the upgrade_release and test in the above mentioned patch.

Though you make a fair point that maybe we shouldn't support the undercloud non-containerized to containerized ugprade on Rocky -> master anyway. Maybe we should rather disable the job there.

@weshay, this is about upgrades, not updates, and we're still using the wrong release so i'd like to keep this on alert so that we don't forget. This should have been switched when we branched Rocky but more problems keep piling up because we didn't do this.

The ironic fix now merged: https://review.openstack.org/#/c/602550/

but it seems the switch to rocky is still not passing.

^ that was failure log from the patch which attempts to switch it to correct state.

If you want to see the wrong releases being used, then any patch which goes to master tht, e.g.:
