Bug Description

Xubuntu would like to request a UI Freeze exception for elementary-xfce 0.13. We were planning to include it in time, but we missed the deadline a bit between the version release, debian upload, and packageset refresh.

The main UI changes include:

* Switch to manila folder icons (from upstream)
* New dialog-password, graphics tools and selection icons (from upstream)
* Add symbolic icons for blueman

Requested on behalf of the Xubuntu Artwork, Council, Dev, Docs, and Release teams.

  * d/install: Drop, no longer needed.
  * d/rules:
    - Drop dh_fixperms override, no longer needed.
    - Pass --no-parallel to dh for now.
  * Update Standards-Version to 4.2.1.
