Bug Description
When running tests from tarballs from PyPI or lxml.de, tests fail because of a missing "test.rnc" file, as can be seen in https:/
What is strange is that when I run "make sdist" from a git clone, the resulting tarball has the "test.rnc" file.
How exactly is the tarball on PyPI and lxml.de generated?
