Bug Description

If a Heat stack has any nested stacks (such as when using type: with a reference to an external YAML file, or when using OS::Heat::ResourceGroup), then apparently openstack stack snapshot fails silently: the stack status goes to SNAPSHOT_COMPLETE, but nothing at all happens to the nested stacks. Reproduced on Pike, but haven't had the time to investigate if it has been fixed in the interim.

I don't see a handle_snapshot() method implemented in StackResource even in master, so it looks like this was just never implemented for nested stacks.
