Bug Description
When using the Blur & opacity tab in the Create Tiled Clones dialog, the blur is not displayed. The Gaussian Blur filters ARE created and attached to the clones. Once a clone is selected and moved, the blur is displayed.
Note, this problem predates my changes to the dialog (r16813).
