Bug Description
Can only have 4 kinds of keyboard layouts at the same time and cannot add more if doesn't delete current ones.
Reproduced steps:

1. Launch keyboard applet from Settings.
2. On layouts tab of "Keyboard preferences" dialog, add some layouts.
Current result:
------------
In step2, can only have 4 kinds of layouts at the same time and cannot add more if doesn't delete current ones.
Expected result:
------------
User can add more layouts from layouts dialog.
