Date/time dialog blocks all other areas except the dialog itself if it is not the first time to launch date/time applet from settings. The issue doesn't exists if launch date&time from marquee bar.
Reproduced steps:

1. Launch Date and time applet from Settings.
2. The first time, it will pop up a dialog to input password, input correct password or click "cancel" button to close the diallog.
3. When "Time and Date Settings" dialog pops up, try to launch soft keyboard, adjust brightness or volume. All work well. Close the dialog.
4. Re-launch date and time applet, it pops up "Time and Date Settings" dialog directly, try to launch soft keyboard, adjust brightness or volume.
Current result:

In step3, no issue happened, this is correct.
But in step4, cannot launch soft keyboard, and cannot adjust brightness or volume. "Time and Date Settings" dialog blocks all other areas on the whole screen except for the dialog itself.
Expected result:
------------
The dialog should not block other areas besides the dialog itself.
Todd, I found the issue is fixed in applet 0.38. Pls. change the status when you fix it, then I will verify and close it.
