Two popups are displayed when click the input method icon.

This is a screenshot when I clicked the input method icon on the panel.

When I clicked the icon, Two input selection popups are displayed.
My Ubuntu Budgie version is 18.04.1.
I am using ibus and ibus-mozc.

Rebooting ibus will solve this problem,
but this will occur every time the OS is restarted.

It was useless to reinstall ibus,
but when I reinstalled the OS, the problem was solved.
