Different error codes from different projects on quota exceeded

Bug Description

Neutron gives a 409, Nova 403, Cinder 413 on quota exceed. Would be nice if there this could be a unified thing that have the same return code and the same format in the returning content.

gmann is supposed to have an etherpad which the nova API subteam is using to track generic low-hanging-fruit cleanup actions in the API, for things like this (error codes, schema validation, etc).
