The environment generator uses puppet-ceph instead of ceph-ansible in its sample config file

The environment generator uses puppet-ceph instead of ceph-ansible in its sample config file, which is resulting in some sample env files still pointing at the puppet-ceph version of the Ceph services.

We removed support for puppet-ceph in Rocky and with it we also removed the old sample configs pointing to puppet-ceph, this bug affects Queens only.

    Update sample-env-generator files to make it use ceph-ansible

    Previously the old sample-env-generator files where pointing to
    the puppet-ceph implementation of the Ceph services, which isn't
    supported in Queens.

The change merged in queens and only applied to the queens branch because from rocky the sample-env-generator does not generate files for puppet-ceph anymore

This issue was fixed in the openstack/tripleo-heat-templates 8.1.0 release.
