+files doesn't work for removed SPRs

Bug Description

See a page like https://edge.launchpad.net/ubuntu/+source/gcc-4.2/4.2.2-4ubuntu1. That SourcePackageRelease was superseded and removed some time ago, so no longer exists in Hardy. However, the file links all point to /ubuntu/hardy/gcc-4.2/4.2.2-4ubuntu1/+files (like bug #165131).

The idea that they should ever link to the SPR in a DistroSeries is probably flawed - each version is going to have the same files regardless of which release we're talking about.

The links in /ubuntu/+source/<SourcePackageName>/<SourcePackageRelease>/+files are also always broken - they shouldn't be.

Hoping to see this fixed soon - now at least 2 people have pointed out that Ubuntu is violating the GPL, due to this bug. Or at least, assuming the launchpad guys don't provide sources when asked (which so far, they haven't, afaik).

It seems we didn't realize this was happening until yesterday. This appears to be an accidental regression. I've approved the immediate cherrypick to production once this branch completes QA.
