Bug Description

I have two persistent problems that I haven't been able to resolve with Ubuntu 18.04:
1) the Ubuntu splash screen "dots" that turn white then red then white again don't stop appearing after I've booted up and even after I logged in. They keep appearing as I try to do stuff. They don't seem to stop anything from working, but they sure are annoying.
2) when I unsuspend my computer, it wakes up based on the disk etc. LEDs but the monitor screen remains black. I know my machine supports suspend because it worked under 16.04.
