bagpipe: deleting a router deletes the router association, but does no effect propagates to neutron agent

A deletion of a router causes a deletion of any corresponding BGPVPN router association in the DB, thanks to DB cascading, but does not result in any propagation of the event to the neutron agent, which results in not actually unbuilding the VPN binding in the agent.
