Glance is unable to read metadata injection configuration file

Glance recently has added plugin framework in which "inject_image_metadata" plugin is used to inject metadata properties to the image.

The plugin name & the metadata properties are getting added into the glance-image-import.conf file which needs to be created at location /etc/glance

In order to get this file read by glance api it need to be passed
to command running on glance_api container.
