New language package installed, but locale is not generated!

Bug Description
When I apt-get language-pack-fr it installs, but the corresponding fr_FR.UTF-8 locale
is not *generated*: I have to manually do "dpkg --reconfigure locales" and
say "Done", then it will generate the locale.
By the way, the package "language-pack-fr" DOES actually select the locales to be
generated (i.e. I don't have to select them in the menu given to me by "dpkg --
reconfigure locales", so that part works.
It should be simple to resolve this.
NOTE: Most probably ALL language-pack-* packages have this error

That works fine for me. Can you please do the following:
* sudo dpkg -P language- pack-fr- base language-pack-fr install- language- locales fr 2> ill-out.txt
* check that there are no fr_* entries any more in /etc/locale.gen, and attach
the file here as locale.gen.before
* sudo sh -x /usr/sbin/
* attach /etc/locale.gen as locale.gen.after
* attach ill-out.txt
* reinstall language-pack-fr to get your translations back
