Bug Description

I ran into this issue while trying to locally reproduce the CI from this patch[1]. It includes in its dependencies a patch to tripleo-quickstart-extras[2]. However, when I run the reproducer script[3], the patch from tripleo-quickstart-extras is not included in my local environment.

The failure is a bit subtle to notice on this particular patch, because the local run usually still passes. I know the patch is missing though, because the etcd container in my local environment is pulled from fedora project registry rather than the docker.io mirrored container. This can be seen in
containers-prepare-parameter.yaml. In my local env, the openshift_etcd_namespace is not set, but in CI it is[4].

I have not checked if this also affects OVB reproducers or not.

False alarm... I am somehow missing https://github.com/openstack/tripleo-quickstart-extras/commit/fcfba6635c8945fc09aefceb836681ad3d027b65 in my local environment, not the patch from zuul_changes...
